অনেক বৎসর থেকেই ৫৪ ধারার অপ ব্যাবহার এর বিভিন্ন ঘটনা এবং নাগরিক অধিকার সুরক্ষায় হাইকোর্টের এক যুগান্তকারী রায় এর মাধ্যমে বাংলাদেশের আইন শৃঙ্খলায় রক্ষা বাহিনীকে আরো জবাবদিহিতার মধ্যে নিয়ে আশা হয়েছে । প্রধান বিচারপতি এস কে সিনহার নেতৃত্বাধীন চার সদস্যের আপিল বেঞ্চ মঙ্গলবার এই রায় দেয়। এর ফলে ৫৪ ধারা ও ১৬৭ ধারা নিয়ে হাই কোর্টের দেওয়া নির্দেশনা বহাল এবং তা মানায় সরকারের বাধ্যবাধকতা থাকছে বলে জানিয়েছেন আইনজীবীরা।   এখন থেকে যে কোন পুলিশি গ্রেফতারের আগে পুলিশের কাছ থেকে পরিচয়পত্র এবং  ওয়ারেন্ট দেখার অধিকার রাখেন নাগরিক রা। যে কোন বেআইনি কর্মকাণ্ডে হাতে নাতে ধরা পড়া  ব্যাতিত সম্পূর্ণ সন্ধেহর ভিত্তিতে  পুলিশ চাইলেই কাউকে গ্রেফতার করতে পাড়বে না । হাইকোর্টের নির্দেশনা ঃ ক. আটকাদেশ (ডিটেনশন) দেওয়ার জন্য পুলিশ কাউকে ৫৪ ধারায় গ্রেপ্তার করতে পারবে না। খ. কাউকে গ্রেপ্তার করার সময় পুলিশ তার পরিচয়পত্র দেখাতে বাধ্য থাকবে। গ. গ্রেপ্তারের তিন ঘণ্টার মধ্যে গ্রেপ্তার ব্যক্তিকে কারণ জানাতে হবে। ঘ. বাসা বা ব্যবসা প্রতিষ্ঠান ছাড়া অন্য স্থান থেকে গ্রেপ্তার ব্যক্তি...
